Benning Ridge Civic Association Meeting

On Wednesday, April 5, OPC staff met with more than 20 members of the Benning Ridge Civic Association (BRCA) at the Ridge Road Recreation Center to provide an overview of current utility topics. OPC’s outreach team included People’s Counsel Sandra Mattavous-Frye, Deputy People’s Counsel Karen Sistrunk, Director of Litigation Laurence Daniels, Trial Supervisor Travis Smith, Assistant People’s Counsels Kenneth Mallory and Arick Sears, Project Supervisor Laurence Jones and Consumer Outreach Specialist Linda Jefferson.

The BRCA meeting was a follow-up to OPC’s February presentation to Ward 7 Advisory Neighborhood Commissioners. At that meeting, BCRA President Sharon Shanklin-Browne asked People’s Counsel Mattavous-Frye if her staff would present a broad ranging utilities update before her civic association meeting. At the BRCA meeting, OPC staff discussed its Value of Solar study, Senior Outreach, Awareness and Energy Efficiency Education Campaign Report, Third Party Suppliers (TPS), the WGL and Pepco rate increase request cases, and DC PLUG.

BRCA members were concerned about TPS’ deceptive marketing practices, solar panel installation costs, net metering cost savings, Lifeline seniors’ benefits and anticipated billing increases, depending on the PSC’s decision in the current Pepco rate increase case. BRCA members expressed strong opposition to utility rate increases, as well as the powerline undergrounding (DC PLUG) and Washington Gas’ pipeline replacement costs because of their impacts on household budgets.

Several meeting attendees said that despite the inconvenience of the downtown location, they would testify at the April 12 Pepco rate increase community hearing. The meeting concluded with a motion adopted to draft a resolution in opposition to Pepco’s requested rate increase.
